My first comment to all of these..........expected la kut....sana tembak sini tembak...
Gua punya lagi bagus lu punya macam cikai....lu ciplak gua punye bla bla bla.....
So what if it is a ciplak version....I tot imitation is the best form of flattery?
Anyway.....nak campak duit...kambing pun bole...especially if its not your hard earned money

I find the way in which they have put both budget visually was very interesting from a macro perspective...and i lurve it when someone summarizes a 40-50 page crap into 1 or 2 slides....

- Federal Government begins a policy of financial decentralization whereby local governments are given more responsibility in economic management........state governments should no longer be put in an economic “hostage” situation......literally choked of their financing......no can do thats not right.....these are people ....your rakyat who needs them......
- State Government are allowed to invest in a number of instruments but must put a cap on Cash (operational cash requirements only) and they should never be allowed to buy Government Bonds as this would technically bring the money back to Federal goverment and it shows that they are not managing the cashflow properly as per their local domestic budgets proposed to the federal government...
- The economic “freedom” of local governments will also reduce the potential amount of money politics, as people would really vote for the overall capacity of the potential candidates......... especially the economic management capacity which is a key criteria to have the ability to lead our country
- People in general will then “connect” more with the candidates as his or her performance can be monitored much more closely in the well functioning of a smaller “system”...the good ones among them should then compete at the National Level of Politics.....the best of them should lead the country
Before we go any further lets find out what exactly is the current State-Federal Relationships in the context of Malaysia Federalism...
And with regards to the Federal State Transfers refer below
Too many data to show with regards to Federal State as some of the development data are contained in the respective Malaysia Plans, Corridors Craps and State Financial Statements.....gua malas....
But the key point that I want to raise.....
This will be your BATTLE GROUND.........
You have 4 states in the hands of the Opposition....who will do whatever it takes to show that the Federal Government is a mean , dictatorial entity that steals from the State....

The whole decentralisation strategy is derived from DAP
KUALA LUMPUR, Oct 7 — The DAP launched its “alternative” Budget today, which outlines what it says will be a more equitable distribution of federal revenue to the various states, if the party takes federal power together with its Pakatan Rakyat (PR) partners. Besides offering a glimpse of what a PR government's Budget could well be, the DAP's proposals also underscore the party's own frustrations in administrating Penang. Unlike other states, Penang has a scarcity of land and the state government is unable to collect much revenue, remaining largely dependent on federal aid to fund many of its infrastructure projects. Similar problems have arisen in other states ruled by PR parties. In Kelantan, the PAS state government is locked in a dispute with the Barisan Nasional (BN) federal government over the payment of oil royalties. PR parties have accused BN of depriving their administrations of revenue as part of a campaign of political sabotage. Source here

Everyone has been talking about the plan to delay state election up till the end of their term in order for PR to conserve their energy and be nimble to fight in other states.......

KUALA LUMPUR, Oct 17 — Barisan Nasional (BN) should reveal the names of its alternative candidates for mentri besar and chief minister in Pakatan Rakyat (PR) states, Lim Guan Eng said today. The Penang chief minister was responding to Datuk Seri Najib Razak’s assurance to Gerakan yesterday that Umno will never lay claim to the leadership of Penang should BN win back the state from PR at the next general election. The prime minister told Gerakan to work harder in order to wrest back the state from the DAP, and that the party should be prepared to accept “adjustments” to the current seat allocation system for the greater good of the ruling coalition. “I would say before they do that, they should suggest who is their alternative chief minister. “We have to be ready... If there is an alternative CM we are interested in knowing. Not just in Penang, Selangor as well. Who is their alternative MB? BN should now challenge them on their proposed Mid Term Reform on Federal State Relationship...and at the same time BN must be transparent about the current state of affairs....
kasi formula sikit la PR....what if I do consultancy work in 5 states in a year, with my head office in Labuan how you plan to share my income tax?

But to me Najib have failed to show leadership......many times I have pointed this out on my blog... I never had any faith in him to run our Country and at the rate he is going......I think that he is crossing a critical threshold of level menyampah nak mampus....
Neither am I convinced that the Other side is able to lead us....... So where do we the middle ground people wanting a better, more stable, more united and richer Malaysia swing our votes to?
This is my suggestion to all wanting to Govern Us......
NAME YOUR CABINET CANDIDATES (STATE AND FEDERAL) BEFORE THE ELECTION ENSURE THAT THERE IS A PRIMARY AND SECONDARY (Or Even 3rd Level Candidates) FOR THE SAID POST (CONTINUITY PERSPECTIVE)
ENGAGE THE VOTERS ON A POLICY DEBATE AT LOCAL AND NATIONAL LEVEL WE WILL EVALUATE YOU..... AND WE WILL HAND YOU THE MANDATE TO GOVERN US IF YOU CAN CONVINCE US THAT YOU WILL BE ABLE TO TAKE US TO THE NEXT STEP OF OUR EVOLUTION AS A NATION
... The approach will also reduce the kelam kabutness of trying to appoint a MB in the various states as you would be able to gauge the position of the Sultans, component parties will also be very clear on their intended participation in Governing the nation......refer here
