The Political Ransom of PPSMI


GMP sedia turun ke jalan jika NGO pro-PPSMI buat demo October 31, 2011 KUALA LUMPUR, 31 Okt — Gerakan Memansuhkan PPSMI (GMP) yang pernah mengadakan perhimpunan besar-besaran tiga tahun lalu berhubung dasar Pengajaran dan Pembelajaran Sains dan Matematik Dalam Bahasa Inggeris bersedia untuk turun semula ke jalan jika ada pihak mengambil tindakan sedemikian menuntut dasar lama dikembalikan. 

Pensyarah Universiti Pendidikan Sultan Idris Prof Datuk Dr Zainal Kling berkata, Kongres Bahasa dan Persuratan Melayu VII yang berakhir semalam tetap dengan pendirian tegas menentang segala bentuk dasar yang boleh mengembalikan PPSMI ke dalam sistem pendidikan negara. Zainal yang juga ahli jawatankuasa resolusi kongres tersebut turut menyelar tindakan beberapa pertubuhan bukan kerajaan termasuk Persatuan Ibu Bapa Untuk Pendidikan Malaysia (PAGE) yang menuntut kerajaan mempertimbangkan semula cadangan agar diberi opsyen untuk belajar sains dan matematik dalam bahasa Inggeris ekoran keputusan memansuhkan PPSMI
. “Tindakan Menteri Pelajaran Tan Sri Muhyiddin Yassin memansuhkan PPSMI adalah satu tindakan yang wajar kerana PPSMI melanggar undang-undang, melanggar Perlembagaan Persekutuan, Akta Pendidikan dan juga Akta Bahasa Kebangsaan,” kata beliau kepada The Malaysian Insider. “Kami menyokong tindakan menteri menghapuskan dasar itu kerana kerajaan adalah pelaksana undang-undang negara,” katanya lagi. Court Rejects Bid To Declare Teaching Maths, Science In English Unconstitutional KUALA LUMPUR, May 7 (Bernama) -- Four students on Friday failed in their attempt to have the teaching of Mathematics and Science in English since 2003 be declared null and void when the High Court rejected their application. Judge Datuk Mohd Zawawi Salleh dismissed with costs their applications after hearing explanations from both sides in chambers. Lawyer Mohamed Hanipa Maidin represented the four students during the proceeding while Senior Federal Counsel Suzana Atan appeared for the government. Suzana when met by reporters said the judge decided that the two circulars on the teaching and learning of Mathematics and Science (PPSMI) in national schools and national-type (Chinese and Tamil) schools did not contradict Article 152 of the Federal Constitution.

She said Article 152 provided for Bahasa Melayu (Malay language) to be the national language while it remained the medium of instruction in schools. The four students had filed their applications on Jan 21, 2006. Mohammad Syawwaal Mohammad Nizar who was then a Year Four pupil, made his application through his father, Datuk Seri Mohammad Nizar Jamaluddin, an engineer and the former Perak Menteri Besar. The others were Form Three students, Mohammad Fadzil Nor Mohd. Rosni and Nur Najihah Muhaimin, and Syazaira Arham Yahya Ariff, a Form Four student, who also made their applications through their fathers. The four named the Malaysian government as the respondent. In their writ of summons, the applicants had, among others, claimed that their right to learn the two subjects in the national language had been denied with the implementation of the PPSMI policy. In regard to this, they asked that the court order the respondent to revert to the teaching of the two subjects in the national language as provided in the Federal Constitution. Penang’s state debt has dropped 95pc, says Guan Eng 
By Debra Chong October 26, 2011 GEORGE TOWN, Oct 26 – Penang has sliced RM600 million or 95 per cent of the state’s debt since the Pakatan Rakyat took over the state in March 2008, Chief Minister Lim Guan Eng said today. The first-term chief minister pointed out the state debt stood at RM29.66 million as of last month compared to the massive RM630.13 million four years earlier. Guan Eng (picture) also said Penang’s Budget 2012 will be a surplus even as it is expected to undergo a deficit of RM107.78 million because the state has regained RM1.13 billion in reserves as at end of last year. With such glowing figures in the black, the Johor-born DAP leader could not help but point to his political foes helming Putrajaya which saw the national debt grow as much as RM190 billion or 71 per cent within the same period. The federal government’s debt rose to RM456 billion this year from RM266 billion at end 2008, Lim said. Source here

The Proofiness of Lim Guan Beng

I came across the term Proofiness while surfing the Time magazine...

Q: What is "proofiness"? 
A: It's the art of using math to tell untruths, the art of using bogus numbers or numbers that are semi-right to mislead. One example I like is when Quaker Oats had a huge ad campaign to try to convince people that eating oatmeal could lower cholesterol dramatically. It put a graph on the back [of the package] that showed a dramatic decline in cholesterol levels. And there was a drop, according to a study. But if you look carefully, the Y-axis was manipulated so that a really very tiny drop looked huge, when in fact, there was only a few points [decline] out of 200 Source here

We all know about how Penang's GDP contracted by -10.8% a year after Guan Beng took over from my previous post .......... but folks look at the average (simple calculation sum pastu bahagi 3) over the 3 years (Table is sorted by the Average Growth Numbers)

1.71% Average Growth over 3 Years of Guan Beng managing Penang.

Even Perlis did better.

Somehow they all seems to be preoccupied with the FDI Numbers. Goreng Baik macam goreng pisang panas dowhs.....

The Evolving National Debt Ceiling: Does Malaysia Need A Fiscal Responsibility Act?

The national debt level is governed by various acts of parliament that impose a debt ceiling for the government. In accordance with Act 637 Loan (Local) Act 1959 (revised 2004) and Act 275 Government Investment Act 1983, the combined loans raised locally should not exceed a ceiling of 55% of the nation’s GDP. Act 403 External Loans Act 1963 (revised 1989) limits the external loans exposure to RM35 billion at any particular time. On top of the debt ceiling imposed by the acts, the national treasury also follows strict guidelines to strengthen the fiscal discipline, even before my tenure as the Finance Minister. For example, the proposed operational budget for a particular year should never exceed the revenue projection. Should I bother?

Why do I need to subject myself listening to a foreign language and read subtitles when I'm suppose to watch a movie that is suppose to represent a concept which apparently can magically bring all of us together.
